Providing an e-learning operational model in the field of environment

Abstract
Introduction: In recent years, the use of new technologies has led traditional education to e-learning and made it as an important learning tool. This has led the present study to provide an e-learning model in the field of environment.
Methods: The research has been performed with the mixed qualitative and quantitative approach. This study was conducted in the General Department of Environment (North, South and Razavi Khorasan) in 2019.In the first (qualitative) stage, 20 environmental experts were selected by purposeful method. The components of e-learning were explained using the qualitative content analysis method. Then, in the second (qualitative) stage, a questionnaire was designed using the items extracted from the first stage and it was distributed among 132 employees of the General Department of Environment in the Northeast of the country.The research tool in the quantitative part included a researcher-made e-learning questionnaire with a reliability of 0.76. Formal validity was reported according to the opinion of appropriate experts. The tools in the qualitative part of the interviews were semi-structured. T-test, heuristic factor analysis and content analysis were used in order to analyze the data. It should be noted that in both stages of the research, a complete explanation of the study and its objectives were provided to the participants and written consent was obtained from the participants.
Results: The results show that in the qualitative research section, 93 primary conceptual propositions, 7 main categories and 36 sub-categories have been identified in 3 sections: causal, contextual and environmental factors. The results of exploratory analysis show that among the 33 available indicators, 9 main factors (dimension) including education, manpower literacy, technology, culture building, social responsibility, motivation, data management, professional ethics and organizational environment are identified. The highest coefficient is related to the dimension of educational factors with the value of 19.877 and the lowest is related to the dimension of organizational environment with the values ​​of 3.416, which all coefficients are greater than 0.3 and it showed the high significance of the relationship between the dimensions of e-learning.
Conclusion: E-learning is a new paradigm and production of information technology that leads organizations to a major educational revolution. In this regard, the present study tries to provide a comprehensive model and perspective on e-learning of the organization and, proper management practices in providing e-learning and appropriate strategies for e-learning implementing.
